Regional offices: Sole source aquifer files.

These records are created by the water management divisions in the EPA regional offices. A sole source aquifer (SSA) is an aquifer designated by EPA as the sole or principal source of drinking water for a given aquifer service area; that is, an aquifer which is needed to supply 50% or more of the drinking water for that area and for which there are no reasonably available alternative sources if it should become contaminated. Once an aquifer has been designated as an SSA, any proposed Federally financially-assisted project which has the potential to contaminate the SSA area is subject to EPA review. In practice this has meant primarily highways, sewage treatment plants, and injection wells. Since the program began, only 21 SSAs have been designated nationwide, and part of the reason for the lack of interest has been that the EPA review only covers projects involving Federal money. Due to the recent changes in the laws, it will be even harder to have an aquifer designated an SSA.
